6 February 2026 – The Final Report of the Education, Scholarships, Apprenticeship and Youth Entrepreneurship Programme, summarising its key achievements and results, has been published on the website. The report provides a comprehensive assessment of the programme’s implementation, including a comparison between the objectives set and the results achieved, the experience gained during implementation, and an analysis of the programme’s contribution to the main objectives of the EEA and Norway Grants 2014–2021. These objectives focus on reducing economic and social disparities within the European Economic Area (EEA) and strengthening bilateral relations between donor and beneficiary countries.
The programme aimed to improve institutional cooperation at all levels of formal and non-formal education and to foster the development of a supportive environment for disadvantaged groups. It also supported measures to improve the reconciliation of work and private life and strengthened institutional capacities for good governance, as well as cross-sectoral and inter-ministerial cooperation.
A total of 24 projects were implemented under the programme, of which 22 were selected through a public call for proposals, and two were predefined. Bilateral cooperation was an important component, with 22 projects implemented in partnership with organisations from donor countries. This cooperation enabled the establishment of sustainable networks for joint research, curriculum development, and professional exchange. All projects were successfully completed, and the planned results and effects at the programme level were achieved, confirming the successful implementation of the programme.
Through projects that delivered visible results, strengthened institutional capacities, and maintained established bilateral partnerships and networks, the programme has laid a solid foundation for lasting improvements in the quality of education, employability, social inclusion, and work–life balance beyond the funding period.
